The article deals with the distribution of power in the management of science between the Russian Federation and Russian regions. The dynamics of salaries in the sphere of science is analyzed in the federal districts as part of the implementation of the State program of the Russian Federation "Development of science and technology" for 2013-2020 in 2013-2016. It is shown that without an additional increase in the cost of wages of scientific workers, as it has been established by the Decree of the President of the Russian Federation within a given period in each constituent entity of the Russian Federation, is impossible.
